IT budget and PMO

IT PMO Cockpit – IT budget and project portfolio control (Excel + method guide)

Excel cockpit, 17-page method guide and SteerCo deck to control your IT budget and project portfolio in one hour a week. No macros, currency as a setting.

Who it is for

CIOs, PMO leads, portfolio managers, CFOs and IT controllers in companies with 200 to 5,000 employees, running 5 to 40 projects and an IT budget of 1 to 20 million (in any currency), without a dedicated portfolio management tool or alongside one.

What you get

Control your IT budget and project portfolio in one hour a week, with the tables and the method of a senior PMO.

The IT PMO Cockpit is a professional, ready-to-use control pack, in English, with no macros. It replaces home-made dashboards, accounting exports that arrive too late and steering committees that decide nothing.

International edition

No country-specific rule. The currency is a setting (default $): amounts are formatted without a symbol and the symbol you choose appears in titles and labels. Dates use the ISO format (YYYY-MM-DD) throughout. The fictitious company and its people have English names.

What you get

  • IT-PMO-Cockpit.xlsx – the control workbook, 10 tabs, native Excel formulas, compatible with Excel 2016+ and Google Sheets:
    • Read me: start in 30 minutes, cell key, conventions.
    • Settings: currency, status date, alert thresholds and drop-down lists in one place (statuses, priorities, CAPEX/OPEX, departments, risk types, teams).
    • IT Budget: CAPEX/OPEX budget lines, committed, monthly actuals over 12 months, year-end forecast, automatic variances and alerts, summaries by category and by department, cumulative budget vs actuals curve.
    • Project portfolio: budget read automatically, delay and RAG status calculated (green / amber / red), next decision required.
    • Timeline: fully calculated 18-month monthly Gantt, milestones and current month highlighted.
    • Risks: RAID register, calculated score and level, 5×5 matrix by count.
    • Decisions and actions: committee log (SteerCo, ExCo…), overdue actions flagged.
    • KPIs: 12 indicators with thresholds and status, 4 native charts.
    • SteerCo: A4 landscape summary page generated by formulas – the KPIs, the RAG status, the top 5 risks, recent decisions and the 5 projects awaiting a decision.
    • Resources: capacity and load by team and by month, overload calculated and flagged. Delivered filled with a complete fictitious data set (imaginary company with 1,200 employees, $4.2M IT budget, 14 projects, 40 budget lines, 25 risks, 30 decisions and actions): every calculation is visible as soon as you open the file; simply replace the data with your own.
  • IT-PMO-Cockpit-Method-Guide.pdf – 17 A4 pages: why a cockpit, the method in 5 routines, a tab-by-tab user guide, the 12 KPIs and their thresholds, how to run a steering committee in 20 minutes, classic mistakes, the 30-minute start-up checklist, the glossary (CAPEX, OPEX, year-end forecast, milestone, RAG status, RAID…).
  • Steering-Committee-Template.pptx – 8 steering committee slides in the cockpit's visual style (title, agenda, portfolio RAG status, budget, decisions required, top risks, follow-up of actions, next steps).

The method

Five short routines at a fixed frequency: weekly update (20 min), monthly budget review, portfolio review, steering committee preparation, quarterly review. Everything else is calculated: RAG status, delays, budget alerts, risk scores, team load, committee page. The workbook is the committee's single source; the guide explains how to keep it alive and how to turn a two-hour steering committee into twenty minutes of decisions.

Calculated, not declared

Project RAG status from the delay (forecast end – baseline end) and the budget drift (% spent – % complete), budget-line alerts from the forecast variance, risk level from the probability × severity score, team overload from the load rate. Thresholds are set once in Settings and drive the alert colors in the workbook (the one exception: the commitment rate, red above 100% of the budget).

Quality

No macros, no add-ins. Formulas only in calculated cells, drop-down lists, frozen panes, filters, conditional formatting, named ranges, print areas. Formulas recalculated in Excel and checked by an independent recalculation, carried out by the publisher, on the fictitious data set. Written with the help of AI and reviewed by a senior IT project manager.
