What you get

You have to price, review or write the building management system (BMS) work package of a project in France, and the tender documents, the regulations and the vocabulary are all French? This product gives you a complete French-style BMS technical specification (CCTP) in English, up to date with the 2026 texts, consistent from end to end with its points list, its priced breakdown (DPGF) and its test matrix, and the method to adapt it to your project in two hours.

The BMS/BACS Technical Specification for France – English edition is a professional pack built by a project manager for BMS integrators, engineering firms and foreign owners operating in France, and for the owner's representatives and technical departments who work with them. The French regulatory framework is kept, not replaced: BACS decree (articles R. 175-1 to R. 175-6 of the French Construction and Housing Code), automatic heat control (article R. 241-6 of the French Energy Code), tertiary-sector decree, NF EN ISO 52120-1 and RE2020 are explained in English with their dates. French contract terms are kept in italics with their English meaning (CCTP = particular technical specification, DPGF = priced breakdown of the lump-sum price, lot = work package, OPR = pre-acceptance inspections, DOE = as-built file, PSE = optional item…), so that every clause can be matched with French tender documents. Amounts in euros.

The link with the BMS / BAS cybersecurity specification

Chapter 5 of the specification refers to the 33 requirements E-01 to E-33 of the BMS / BAS Cybersecurity Specification (companion product from the same publisher, derived from the ANSSI-PA-110 guide of ANSSI, the French national cybersecurity agency: https://lesbonsmots.gumroad.com/l/bms-cybersecurity-spec), without duplicating them: it sets the level selected (Essential or Enhanced), summarises the requirements by family and states what design, acceptance, the as-built file and maintenance owe them. Together, the two products form a complete set of tender documents for the BMS work package; the guide also explains how to adapt chapter 5 if you do not have the cybersecurity specification.

Using it in France

French law generally requires contracts with French public bodies to be drafted in French (Act no. 94-665 of 4 August 1994, article 5). For a public Owner, use this English edition to prepare, review, price or negotiate, and issue the French version as the contractual document (the French edition, "CCTP lot GTB/GTC complet", is sold separately). For a private Owner, check the language of the contract with your lawyer.

For whom

BMS integrators and controls contractors, engineering firms, foreign owners and investors with buildings in France, owner's representatives, facility managers and technical departments of public bodies, social landlords and companies launching a BMS tender under the BACS decree or the tertiary-sector decree; international teams who need to understand what a demanding French Owner expects.

Up to date and checked

Texts checked on 17 October 2026: BACS decree (existing buildings above 70 kW when the system is replaced and by 1 January 2030 at the latest, deadline postponed from 2027 by decree no. 2025-1343 of 26 December 2025; above 290 kW since 1 January 2025), automatic heat control (1 January 2027 for permits filed from that date, 2030 for the others), NF EN ISO 52120-1 (March 2022, replaces EN 15232-1), tertiary-sector decree (-40% in 2030, OPERAT), ANSSI-PA-110 v1.0 of 27 April 2026. 15 sources with URL in the guide.

Quality

Word: automatic table of contents, consistent numbering, 91 headings, 34 tables with header rows repeated across pages, no empty bracket, no real data, English proofing language. PDF: fonts embedded, no overflow. Every file scanned for French leftovers: only the French legal terms deliberately kept, always with their English meaning. Written with the help of AI and reviewed: structured and checked by a project manager.
